Client GCC Booking Terms – United Arab Emirates
These Terms & Conditions apply to all cross-border GCC truck bookings arranged through Client TLF Truck, shipments moving from the any GCC country to any other GCC destination accepted by the driver.
The Booking Party, Shipper, Consignee, and their appointed clearing agents must ensure that all cargo details, loading details, delivery details, customs documents, border clearance arrangements, approvals, and delivery arrangements are complete and ready before the truck is loaded.
1. Estimated GCC Trucking Rate
All GCC trucking rates shown on the booking screen are system-calculated estimated rates based on the booking details entered by the Booking Party, including truck type, pickup location, delivery location, route distance, cargo details, and loading date.
All rates are displayed in AED, unless stated otherwise.
The displayed rate is an offer rate for truck transportation only and does not guarantee automatic truck or driver availability.
A booking request displayed as "Estimated Shipment Rate" shall not be considered a final accepted booking until a driver or carrier has accepted or been assigned to the trip.
2. Scope of GCC Trucking Rate
The displayed rate is on a Free on Truck (FOT) basis and covers truck transportation only.
Unless specifically mentioned in the quotation or booking confirmation, the rate does not include:
- Loading on truck
- Offloading from truck
- Cargo insurance
- Customs clearance charges
- Customs duty
- VAT or destination-country taxes
- Border penalties or customs fines
- Inspection labour charges
- Toll charges
- Gate pass fees
- Ministry approvals or special permits
- Storage, parking, detention, or waiting charges
- Any other special, additional, or extra charges
3. Optional Rate Increase by Booking Party
Before confirming the booking request, the Booking Party may voluntarily increase the displayed estimated trucking rate using the available rate increase options on the booking page.
Any rate increase selected by the Booking Party will be added to the estimated booking rate and will become part of the total offered rate for that booking.
The purpose of this option is to improve the offered rate for drivers or carriers. However, increasing the rate does not guarantee that a driver or carrier will accept the booking.
4. Driver / Carrier Acceptance
After the Booking Party confirms the booking request, the booking may be shared with available drivers or carriers for acceptance.
The booking is subject to driver/carrier acceptance, truck availability, route suitability, customs route feasibility, site access, and applicable road and transport regulations.
A booking request, displayed rate, or increased offered rate shall not be considered a final accepted booking until a driver or carrier has accepted or been assigned to the trip.
5. Exact Loading and Delivery Location
The Booking Party must enter the exact loading location and exact delivery location at the time of booking to receive an accurate and competitive trucking rate.
The system-calculated trucking rate is based on the pickup and delivery locations entered by the Booking Party.
If the entered location is incorrect, incomplete, approximate, or different from the actual loading or delivery point, any additional distance, route change, toll, gate pass, access cost, waiting time, border movement, redirection, or extra movement cost will be charged to the Booking Party.
The carrier or driver will not be responsible for additional costs caused by incorrect or incomplete location details provided at the time of booking.
6. Free Loading and Unloading Time
The displayed rate includes:
- 4 hours free time for loading at the pickup location
- 4 hours free time for unloading at the delivery location
If loading or unloading takes longer than the free time allowed, waiting charges will apply at AED 35 per hour, or part thereof, unless a different charge is agreed in writing.
7. Loading Responsibility
Loading of cargo at origin is the Shipper’s responsibility.
The Shipper must ensure that labour, forklift, crane, loading equipment, gate pass, site permission, and access arrangements are ready before the truck arrives at the loading location.
8. Unloading Responsibility
Offloading of cargo at destination is the Consignee’s responsibility.
The Consignee must ensure that labour, forklift, crane, unloading equipment, gate pass, site permission, and access arrangements are ready before the truck arrives at the delivery location.
9. Cargo Details
The Shipper or Booking Party must provide correct and complete cargo details at the time of booking, including:
- Cargo type
- Weight
- Dimensions
- Quantity
- Packing type
- Loading location
- Delivery location
- Special handling requirements
- Any customs, border, or delivery restrictions
Any extra cost caused by incorrect, incomplete, or misleading information will be charged to the Booking Party.
10. Cargo Packing, Palletization and Marking
The Shipper is responsible for ensuring that the cargo is properly packed, palletized, labelled, and marked before loading.
Cargo should be palletized wherever required to allow safe handling, easy counting, and smooth customs inspection at the border, including inspection at Al Batha Border – Saudi Arabia.
If the cargo is loose, not palletized, badly packed, not properly labelled, or difficult to inspect, additional labour charges, repacking charges, waiting charges, or other related costs may apply and shall be payable by the Booking Party.
11. Cargo Suitability
The Shipper declares and guarantees that the cargo is suitable, safe, properly packed, legally acceptable, and fit for loading and road transportation.
The carrier may refuse to load or transport cargo that is unsafe, overloaded, badly packed, leaking, damaged, restricted, undeclared, or unsuitable for road transportation.
12. Weight, Gauge and Size Limits
Cargo must be loaded within:
- The details stated in the booking request
- The truck’s legal loading capacity
- The permitted road weight, gauge, height, width, and length limits
- The rules and regulations of the origin, transit, and destination countries
Overloading, unsafe loading, or loading beyond the permitted truck gauge is not allowed.
Any penalty, offloading cost, reloading cost, delay, rejection, or extra movement caused by overweight, over-gauge, or unsafe cargo shall be charged to the Booking Party.
13. Cargo Documents Required
The Shipper must provide complete and correct shipping documents before loading the cargo.
The minimum documents normally required for GCC cross-border movement are:
- Commercial Invoice
- Packing List
- Certificate of Origin
Depending on the cargo type, destination country, consignee activity, customs rules, or ministry requirements, additional documents, permits, approvals, product certificates, conformity certificates, or authority permissions may be required.
Any delay, penalty, rejection, additional movement, or extra cost caused by missing, incorrect, incomplete, expired, or mismatched documents shall be charged to the Booking Party.
14. “Made in Country” Marking Requirement
The Shipper must ensure that the country of origin, such as “Made in UAE” or the correct manufacturing country, is printed, labelled, or clearly marked on the cargo wherever required by customs or destination-country regulations.
If the “Made in Country” marking is missing, incorrect, unclear, or not accepted by Customs, customs fines, penalties, inspection charges, re-labelling charges, delay charges, or other additional costs may be imposed.
Such charges shall be payable by the Booking Party.
15. Ministry Approvals and Special Permissions
The Shipper, Consignee, or Booking Party must arrange all required ministry approvals, authority permissions, product approvals, import permits, export permits, conformity approvals, special cargo permissions, and any other regulatory approvals before cargo loading from origin.
The carrier and driver shall not be responsible for delays, rejection, penalties, or additional costs caused by missing or delayed approvals.
16. Border Clearing Agent Details
For GCC cross-border shipments, the Booking Party must provide the correct clearing agent details before loading, including clearing agent company name, contact person name, mobile number, and border location.
For shipments moving through Al Batha Border – Saudi Arabia, the clearing agent contact details at Al Batha must be provided before the truck reaches the border.
If clearing agent details are not provided on time, or if the clearing agent is not available, not reachable, or not ready to process the clearance, any waiting charges, border delay charges, detention charges, parking charges, or additional costs shall be payable by the Booking Party.
17. Consignee Delivery and Contact Details
The Booking Party must provide complete consignee delivery details before loading, including consignee company name, delivery address, contact person name, mobile number, delivery timing, offloading instructions, site access details, and any gate pass or entry requirements.
The consignee must be ready to receive and offload the cargo upon truck arrival at the destination.
If the consignee is not available, the delivery address is incorrect, the delivery site is closed, offloading is delayed, or the contact person is not reachable, any waiting charges, additional movement charges, redelivery charges, detention charges, or other related costs shall be payable by the Booking Party.
18. Customs Clearance Responsibility
Cargo clearance at border customs is the responsibility of the Shipper, Consignee, Booking Party, or their appointed clearing agent, unless customs clearance service is separately agreed and confirmed in writing by the carrier.
The carrier and driver are responsible for truck movement only and shall not be responsible for customs clearance delays, customs rejection, document mismatch, ministry approval delays, customs inspection results, duty payment delays, consignee registration issues, or clearing agent delays.
19. Border Inspection and Labour Charges
If customs authorities carry out inspection, physical checking, unloading, reloading, scanning, or a 100% inspection due to an “X” mark or any customs instruction at Al Batha Border or any other GCC border, additional labour charges and related costs may apply.
Such charges are not included in the trucking rate unless specifically confirmed in writing.
Any labour charges, inspection charges, unloading charges, reloading charges, repacking charges, waiting charges, or related border costs shall be payable by the Booking Party.
20. Free Border Clearance Time
- For deliveries locations within 100 km limit of the border, 48 hours of free time (excluding Fridays) is allowed for customs clearance and delivery, after which Truck waiting charges will apply.
- For deliveries locations above 100 km limit or more of the border, 48 hours of free time (excluding Fridays) is allowed for customs clearance and delivery, cargo offloaded on 3rd day before noon hours is free, thereafter Truck waiting charges will apply.
- Truck waiting charges For 3Ton & 7Ton Truck - AED 250.00 / For 10Ton Truck - AED 300.00 / For 12mtr and 15mtr Trailer - AED 350.00 or equivalent amount if other currency-.
- Waiting charges to be paid cash to Driver at Delivery location or Transferred online before cargo delivery.
21. Permits, Gate Passes and Site Access
The Shipper, Consignee, or Booking Party is responsible for arranging all required entry permits, gate passes, site access permissions, loading permissions, unloading permissions, and delivery access approvals at both loading and delivery locations.
Any delay, rejection, waiting time, extra movement, or additional cost caused by missing gate passes or access permissions shall be charged to the Booking Party.
22. Tolls, Road Charges and Gate Pass Fees
Any toll charges, road charges, gate pass fees, parking charges, border entry charges, or similar charges, if applicable, must be paid by the customer directly to the driver in cash or through another agreed method, against receipt where available.
These charges are not included in the trucking rate unless specifically mentioned in writing.
23. Hazardous, Restricted or Special Cargo
Any hazardous, restricted, controlled, high-value, temperature-sensitive, oversized, overweight, or special cargo must be declared before loading.
Such cargo will only be transported if accepted in advance by the carrier and if all required approvals, permits, packing, marking, and safety requirements are completed before loading.
Failure to declare such cargo may result in cancellation, rejection, penalties, additional charges, or refusal to transport the cargo.
24. Direct Delivery and Route Changes
Once the truck is loaded and cleared for movement, it will proceed to the agreed delivery location, unless otherwise agreed in writing.
Any request for route change, additional stop, change of delivery location, return movement, re-routing, or extra movement will be charged separately to the Booking Party.
25. Off-Road or Restricted Access Deliveries
Quoted or displayed rates apply only for delivery within normal road access limits.
If the loading or delivery location is off-road, unpaved, under construction, inside a restricted area, difficult to access, or unsuitable for truck movement, additional charges may apply.
The driver may refuse to enter unsafe or restricted locations where road condition, site access, police restriction, or authority rules do not allow safe truck movement.
26. GCC Road Restrictions and Truck Movement Rules
All applicable truck movement rules, road bans, traffic regulations, border rules, customs regulations, and authority instructions of the origin, transit, and destination countries will be followed at all times.
The carrier will not be liable for delay caused by truck bans, border restrictions, road closures, police checks, authority checks, customs hold, weather conditions, or events beyond the carrier’s reasonable control.
27. Proof of Delivery
If proof of delivery is required, the Shipper or Booking Party must provide a Delivery Note, Invoice copy, or similar delivery document to be signed and stamped by the Consignee at the time of delivery.
If the consignee refuses to sign, stamp, or provide proof of delivery, the carrier shall not be responsible for any dispute caused by the consignee’s refusal.
28. Cargo Insurance
Cargo insurance is the Shipper’s responsibility, unless insurance charges are paid to TLF and insurance arrangement is separately confirmed in writing by TLF.
The carrier shall not be liable for cargo loss, damage, shortage, leakage, breakage, customs rejection, or deterioration unless liability is proven under applicable law and accepted in writing.
29. Dead Freight / Empty Return
If the truck is sent to the loading location as per the booking but is not used and must return empty, dead freight or empty return charges will apply as follows, unless a different amount is agreed in writing:
AED 75 for Pickup Trucks
AED 200 for Trailers
For cross-border trailers or long-distance GCC truck movements, the actual empty return cost may be higher and will be charged based on truck type, route, border status, and distance already travelled.
30. Cash and Valuables
Drivers will not carry or collect cash, jewellery, gold, diamonds, precious stones, watches, negotiable instruments, or other valuables.
The carrier will not be responsible for any loss, shortage, claim, penalty, or dispute arising from the transportation or handling of such items.
31. Currency Payment Difference
If the driver is required to receive payment in a currency different from the currency mentioned in the quotation, invoice, or booking confirmation, an additional 3% currency exchange charge shall be payable to the driver at the time of offloading.
This charge applies where the payment currency is changed by the customer, consignee, shipper, or any other party at the time of delivery or offloading.
32. Delays Beyond Control
The carrier will not be liable for delays caused by events beyond its reasonable control, including but not limited to:
- Traffic
- Road closures
- Truck bans
- Weather conditions
- Border congestion
- Customs inspection
- Customs system delays
- Customs hold or rejection
- Permit or approval delays
- Police or authority checks
- Clearing agent delays
- Consignee delays
- Access restrictions at site
- Any other event beyond the carrier’s reasonable control
33. Shipper Responsibilities
The Shipper is responsible for the following:
- Cargo packing, palletization, labelling, and marking as per customs, road transport, and destination-country requirements
- Loading the cargo within the legal weight, size, gauge, and loading capacity of the truck
- Ensuring that the cargo is suitable, safe, properly packed, and legally acceptable for loading and road transportation
- Arranging cargo insurance, unless insurance charges are paid to TLF and insurance arrangement is separately confirmed in writing
- Loading the cargo at origin and arranging offloading at destination
- Arranging any entry gate pass, site access permission, loading permission, unloading permission, or delivery access approval required at the loading or delivery location
- Arranging cargo clearance at border customs through the shipper, consignee, or appointed clearing agent
- Declaring and guaranteeing that the cargo is suitable for loading, road transportation, customs clearance, and delivery
- Arranging all ministry approvals, authority permissions, product approvals, import permits, export permits, conformity approvals, and special cargo permissions before the truck is loaded from origin
34. Extra Charges and Booking Party Liability
Any additional cost caused by incorrect information, incomplete documents, missing approvals, wrong cargo declaration, improper packing, lack of palletization, missing “Made in Country” marking, customs inspection, border delay, consignee delay, clearing agent delay, delivery access issue, extra movement, route change, customer instruction, or any reason not caused by the carrier shall be charged to the Booking Party.
The carrier shall not be responsible for any delay, penalty, rejection, additional cost, or claim caused by the Shipper, Consignee, Booking Party, clearing agent, customs authority, ministry authority, border authority, or any event beyond the carrier’s reasonable control.
35. Dispute Resolution
Any dispute arising from the booking or transportation service shall first be settled amicably between the parties.
If no settlement is reached, the matter shall be subject to the laws and jurisdiction of the UAE, unless otherwise agreed in writing.
Refund Policy
1. Service Not Accepted or Not Provided
If no driver or carrier accepts the booking, or if the booked trucking service is not provided within 24 to 48 hours after payment or booking confirmation, a full refund may be arranged, subject to review of the booking details and provided that the failure was not caused by incorrect information, customer cancellation, access restrictions, missing documents, cargo unsuitability, customs issue, clearing agent delay, consignee delay, or any other reason attributable to the Booking Party, Shipper, Consignee, or their appointed agent.
2. Refund Method
Refunds will be made through the original payment method or through another method at the company’s discretion.
